The CITB Health, Safety and Environment (HS&E) test is required for all UK construction workers who want to obtain a CSCS (Construction Skills Certification Scheme) card.

The test assesses candidates’ knowledge of health, safety and environmental legislation, procedures and practices.

CITB Health, Safety and Environment Test categories

There are three main categories of CITB Health, Safety & Environment (HS&E) tests:

Operatives HS&E Test : This is the basic level of HS&E test and is required for most CSCS Labourer, Trainee, and Apprentice cards, as well as some Blue Skilled Worker and Gold Advanced Craft cards. The CITB Operatives test covers five core knowledge areas:

  • Working environment
  • Occupational health
  • Safety
  • High-risk activities
  • Specialist

Specialist HS&E Tests: These tests are designed for workers who specialize in specific construction areas, such as supervisory, demolition, plumbing, highway works, working at height, lifts and escalators, tunnelling, and HVACR. The HS&E Specialist test includes questions from the five core knowledge areas covered in the operatives test and additional questions specific to the chosen specialist area.

Managers and Professionals HS&E Test (HS&E MAP): This is the most advanced level of HS&E test and is required for Black Managers cards and Academically or Professionally Qualified person cards. The HS&E MAP covers a broader range of topics than the Operatives test, including:

  • Legal and management
  • Health and welfare
  • General safety
  • High-risk activities
  • Environment
  • Specialist activities

There are two ways to book a CITB CSCS Skills test:
